BOLIVIA: Morales and prefects agree "national unity pact"

President Evo Morales held talks with the country's nine prefects this week in an attempt to address the political crisis caused by the approval of the new constitution, the prefects' declaration of autonomy and rejection of the government's new pension plan. While many considered the meeting itself a step forward, not least citing the seemingly conciliatory tone adopted by the majority of participants, critics remain sceptical as to whether the negotiations will result in any real compromise.
